When a member is renewed or created, set the 'isClubRep' LDAP attribute to TRUE or FALSE depending on the type of membership for which they are being renewed.

The attribute may be absent for paying members; the default value for isClubRep should be FALSE.

We should also run some kind of one-time script which adds the isClubRep flag to existing club reps.
