Hardcode CEO so that the addmember, removemember and delete commands error out (disable them) if used on the exec group.
Disable the delete command in the same way for the exec, syscom and termcom groups.

The delete command is already disabled in production, by the way. We could add similar logic for disabling manual modification of the exec group.
