Mobile Organized Content conditions to show burger need to be tweaked #209

Because scrolling is smooth on the phone (with the scroll speed ramping down at the end of the scroll) sometimes the burger option will pop up for 1 second and then go back down because of the smooth scrolling.

One possible simple way to fix this is to just always keey the burger on the screen. We originally impletemented it going away because we were worried that it would get in the way of the content but since every page has a footer, it might not be neccessary to have it go away (though it might cover the footer on smaller screens).
