I think all pages except for [year] and [year]/[term] have their titles as h1.

I also believe that all pages except for news archives have their titles underlined. (About us also doesn't have the title underlined but that page is stylistically a little different)

Do you guys think we should tweak these for consistency's sake?

Page title should be h1 imo. We should also make sure to add an underline for the news archive pages.
