Broken links in Constitution and Code of Conduct, and other weird links #237

The following links lead to 404/Not Found/Errors:

Constitution, 12. Code of Conduct - "scope of the Code of Conduct" links to /about/code-of-conduct/scopes-and-spaces/.
- Correct link: /about/code-of-conduct/scope-and-spaces/.
Code of Conduct, License Information and Attribution - "Women in Computer Science Code of Conduct" links to http://wics.uwaterloo.ca/code-of-conduct/.
- Correct (?) link: http://wics.uwaterloo.ca/deprecated/code-of-conduct/.
Code of Conduct, License Information and Attribution - "FASS Code of Conduct (Article 2, Section 16)" links to http://fass.uwaterloo.ca/wp-content/uploads/2015/03/constitution.pdf.
- FASS' most recent Constitution: http://fass.uwaterloo.ca/fassconstitution.
Services, Live Streaming - "Icecast" links to https://icy.csclub.uwaterloo.ca/.
- Not sure what's up, but this link gives me a "This site cannot be reached".
Services, Mailing Lists - "csc-general mailing list" links to http://mailman.csclub.uwaterloo.ca/listinfo/csc-general, and "csc-industry mailing list" links to http://mailman.csclub.uwaterloo.ca/listinfo/csc-industry.
- This page will likely be removed, as suggested in #208.

It may be appropriate to use something like the Wayback Machine for some of these.

Also, the following links technically aren't broken, but we might want to consider changing them:

Get Involved, Elected Roles - "keep an eye on the News" links to /
- We should probably change the link to #news or /#news in order to be consistent with the behaviour of the Meet the Team page.
Services, CS Club Email - "username@csclub.uwaterloo.ca" links to mailto:username@csclub.uwaterloo.ca.
- We may want to change this link to point to the current page or something, instead of trying to mail to that email address.
Services, In-Office Books - "extensive collection of Computer Science-related books" links to http://csclub.uwaterloo.ca/library/.
- I'm not sure if this link will still work properly once we deploy the new site.
