Migrate staging to CSC Cloud #418

Currently, we have a simple web server running under @a3thakra 's CSC account that is used for staging and previewing changes to the website. We would like to migrate to use CSC Cloud for some kind of staging server, so we can have better documentation on how it works, and so we aren't reliant on one person maintaining & running it.

Part 1: Research (everyone)

Look into how we can use Kubernetes, Docker, and CSC Cloud to run a staging server with similar functionality to what we currently have.
Come up with an implementation plan and share it with the team.

Part 2: Implementation

Once a plan has been agreed upon by the team, one person can assign themself this ticket and begin working on the implementation.
